Issuing a debit card involves two stages:

  1. Submitting an application to open an account and manufacture the card.
  2. Receiving the ready card at the bank branch.

The first stage can be completed online by filling out a form on our website. You'll need the Diia app with your ID card or foreign passport and 10 minutes of free time. Paper documents are not required at this stage.

An additional advantage of the online service is that after registering your application, you quickly receive a virtual card, which can immediately be added to your mobile wallet (Apple Pay or Google Pay) and used for cashless transactions.

If you don't use Diia or don't have the necessary documents in the app, you can apply for a card at a bank branch. You'll need to provide the manager with your identification code certificate and passport or a document that replaces it.

Regardless of how you applied—at the branch or online—to receive your issued card, you must go to the bank and present two documents:

  1. A document confirming your identity (usually a Ukrainian passport in booklet form or ID card).
  2. A document confirming you are in the taxpayer registry—identification code.

But what if you need to open a bank card without a passport? In this case, a document with the appropriate legal power is needed to help identify your identity.

The Ukrainian citizen's passport is the main document containing the information necessary to confirm identity and citizenship in Ukraine. If the passport is unavailable, it can be replaced by a temporary certificate, the form, and issuance procedure of which are determined by the Ministry of Internal Affairs (Section 19, Chapter II of the Regulations on the Passport of a Ukrainian Citizen). This document must contain all necessary details: name, series, number, issue date, and the name of the issuing authority.

Additionally, Article 13 of the Law of Ukraine "On the Unified State Demographic Register and Documents Confirming Ukrainian Citizenship, Identity, or Special Status" lists documents confirming identity and citizenship. Besides the regular passport, these include:

  • Ukrainian citizen's passport for traveling abroad;
  • Diplomatic passport of Ukraine;
  • Service passport of Ukraine;
  • Identity certificate for returning to Ukraine;
  • Temporary certificate of a Ukrainian citizen.

However, Ukrainian legislation does not provide a clear list of documents based on which the bank is obliged to conduct certain banking operations, open accounts, issue cards, and identify clients. The bank has the right to independently determine which official documents are needed to reliably establish all necessary information.

Therefore, if you need to apply for a card without a passport, we recommend consulting with a bank manager in advance to find out which documents will be required and in what form—paper or electronic.
