If you don't have a passport at all

If you don't have a passport in any form, you can still open a card at a bank branch. You'll need any official document that allows for your identification. The document must be legally valid and contain all necessary information.

Without an identity document, no official financial institution can cooperate with you due to legal requirements.

What documents can substitute for a passport?

The Ukrainian citizen's passport is the primary document for confirming identity and citizenship in Ukraine.

However, if you don't have a passport, it can be replaced by a temporary certificate of Ukrainian citizenship. The form and issuance procedure for this document are established by the Ministry of Internal Affairs (Section II, Clause 19 of the Regulations on the Passport of a Citizen of Ukraine). The document must contain necessary details: name, series, number, date of issuance, and the name of the issuing authority.

Additionally, Article 13 of the Law of Ukraine "On the Unified State Demographic Register and Documents Confirming Ukrainian Citizenship, Identifying a Person or Their Special Status" lists documents that can confirm identity and citizenship. These include:

  • Passport of a citizen of Ukraine for traveling abroad;
  • Diplomatic passport of Ukraine;
  • Service passport of Ukraine;
  • Identity card for returning to Ukraine;
  • Temporary certificate of Ukrainian citizenship.

However, Ukrainian legislation does not provide an exhaustive list of documents on the basis of which a bank is obliged to conduct banking operations, open accounts, or issue cards or loans. Each financial institution has the right to independently determine which official documents it accepts for reliable client identification.

Therefore, if you need to apply for a card without a passport, we recommend consulting with a bank manager in advance.
