At the end of spring, an online catalog of products for state customers began to work in pilot mode. With the help of an online catalog, government customers can quickly make subthreshold purchases in a simplified mode.

Thanks to this innovation, there will be a significant reduction in the time for the delivery of ordered goods - five days are given for delivery from the moment of the order. Now when purchasing through the ProZorro system, it can take more than 48 days.

Within the framework of the pilot project, deliveries are made only for Kiev customers. “Catalogs are being introduced gradually so that we can get feedback from customers and businesses and improve the tool before scaling to the whole of Ukraine. We need to make sure how e-catalogs work in real conditions, ”said Maxim Nefedov, First Deputy Minister of Economic Development and Trade, at the presentation of the project. After testing and analyzing the work of the new tool, the catalogs will be improved, and the list of products and customers' geography will be expanded.

How do the products get into the electronic catalog?

The selection of suppliers to the e-catalog can only be carried out by the Administrator, that is, two central purchasing organizations - the State Enterprise “Professional Purchases” and the State Enterprise “Medical Purchases of Ukraine”. Before adding a product to the e-catalog, they determine the expected cost, the characteristics, the necessary documents from the participant and the like. Customers and suppliers also have the opportunity to influence the increase in the range. They can fill out a special form on the site. And manufacturers can offer to add their product to the e-catalog.

What is the “product profile for the electronic catalog”?

If you simplify as much as possible, the profile of an electronic product is a definite list of characteristics, qualitative and technical, with which the subject of procurement must correspond.
For example: a laptop, a screen size of at least 15.6 inches, a memory size of at least 16 GB, a hard disk capacity of at least 1 TB, a guarantee of at least 36 months. Such characteristics will make the profile of the goods in the e-catalog.

What will offer in the catalog?

The e-catalog offers customers office equipment and accessories, data processing machines, computer equipment, medical materials, and pharmaceutical products. Over time, the administrators of the e-catalog will add new categories. Announcements about new categories will be posted on the ProZorro website.

At the presentation of the e-catalog, much attention was paid to medical and pharmaceutical products. According to and. about. Minister of Health Uliana Suprun, the project will have the greatest benefit in the field of medical drugs, because drugs are much more standardized. In particular, the Ministry of Health actively integrates databases and develops a centralized procurement system. Thus, 61% of all medical purchases in the regions are subthreshold. This is more than 2 billion UAH. Therefore, it would be much more convenient to conduct them through the finished product catalog.

When will customers use an electronic catalog?

E-catalog is not a mandatory tool for government customers. Now it is used for small purchases that are not subject to the Law of Ukraine "On public procurement". If the customer wants to facilitate his work, the e-catalog will be very useful: it is created to save time and resources, not only the organizer of the purchase, but also suppliers.

The process is similar to purchasing through Amazon, when a customer looks at price quotes and selects a product, and the supplier sends it. Government customers only need to select the product from the available and order it. The report on the results of the procurement system generates automatically.

How does the supplier get into the catalog and what are the advantages?

Business saves time and resources to participate in tenders: it’s enough to qualify once, get into the electronic catalog and wait for orders. Along with the innovation, the customer is removed from the administrative burden of assessing the reliability of the supplier. To sell through the sites, suppliers are qualified by the central procurement organizations - that is, the Administrators.

First, each central purchasing organization determines the categories with which it intends to trade. She announces a set of products to the catalog through ProZorro and publishes her contacts. Any supplier company can send its product offers and documents confirming the ability to supply such goods. After this, the qualification of both the supplier and the goods takes place.

SE ProZorro makes a supplier in the base and he can give his price proposals for each product through his platform. As soon as his price quotation is chosen by the customer, he is informed about it. If the delivery conditions suit everyone, the transaction is closed.
