Raiffeisen Bank and the EBRD: EUR 200 Million to Support Ukrainian Businesses Is Now Fully Available.

Raiffeisen Bank and the European Bank for Reconstruction and Development (EBRD) have signed a commitment on the fourth and final EUR 50 million tranche under risk-sharing facility. With this signing, the full EUR 200 million programme limit established in September 2025 has become fully available for deployment  to customers.  

Behind these figures lies a single goal: to enable Ukrainian businesses grow today. The guarantee will cover up to 50% of the Bank’s credit risk under new financing agreements, while companies operating in critical sectors of the economy, such as agriculture, transport and logistics, manufacturing and processing industries, will gain access to additional resources to ensure their business continuity. 

The signing ceremony took place on 15 September in London on the sidelines of the Fourth Annual EBRD Roundtable on the Banking Sector Resilience in Wartime Ukraine, an annual meeting that brings together EBRD and top management of its partner financial institutions to discuss resilience, growth, and financing of Ukraine’s recovery.

“Access to financing has always been, and continues to be, a cornerstone of business continuity, job retention, and further growth. Our task is to channel international support into practical and effective tools that enable companies to develop today,” said Nataliia Gurina, Chairwoman of the Management Board of Raiffeisen Bank.  

In addition to risk coverage for client financing, the programme provides opportunities for borrowers implementing investment projects, including technical assistance and incentive grants funded by the European Union as part of the EU4Business initiative. Specifically, higher incentive amounts will be available to companies founded by veterans or supporting veteran reintegration, and enterprises affected by the war. 

An important component of the new tranche is the donor-supported Enterprise Security Enhancement mechanism, which provides partial, non-recoverable debt relief on investment loans to businesses whose financed assets have been damaged or destroyed as a result of the war. Under this tranche, EUR 1.2 million has been allocated to the mechanism by external donors, including the European Commission as part of the Ukraine Investment Framework. 

“Risk-sharing programmes with the EBRD have proven to be in exceptionally high demand among our client: the EUR 200 million facility signed last year was fully deployed in just twelve months across four tranches of EUR 50 million each. Combining guarantee coverage with incentive grants and innovative features  like Enterprise Security Enhancement encourages businesses to keep investing in growth even amid prolonged uncertainty. The success of this approach is clearly reflected in our first-year results: we have supported 286 clients and financed 395 new projects under this risk-sharing facility, primarily agriculture, food and beverage manufacturing, and food retail, 109 of which include an incentive grant component.
